Niv-Mizzet Reborn does not always draw cards

I haven't been able to figure out all the patterns but regularly Niv Reborn enters the battefield and no cards are drawn.
Using Vivien's will not trigger card draw similar to Trostani not summoning tokens. Other times I don't see any rhyme or reason for it not to trigger.
