I never receive Facebook Friend Rewards

I get the popup all the time to send rewards, and I know my friends do to, and it looks like it sent it ... but no one ever receives anything.  Is anyone else getting rewards?  Is there some way to re-enable this?!

I found this really old article, but it didn't help (I checked and everything is turned on at facebook).
