The Ghost of the Notion Thief

In two separate matches recently, I've killed Notion Thief, but his effects linger for the remainder of the match. The text is not completely straightforward, so is this working as designed?

In both instances, I was using a planeswalker's ability (Sarkhan3's ultimate, and Tamiyo's ultimate). Both times I only received one card. The way I read it, if the card is in play, I should not have drawn any cards for me using Tamiyo, but they should have gone to my opponent. Sarkhan 3, however, fetches instead of draws. I should have gotten all three of those.

I don't get to play against him often enough to verify these issues. Has anybody else noticed this? Am I reading it wrong?
