Planar Outburst does not kill creatures with prevent damage [Investigating]

When I was trying a new deck in TG with Gideon of the Trials (see my other post that reports a bug with Gideon of the Trial's first ability), I played Planar Outburst. I had Oketra and a land creature on the board. My opponent had Tajic and two other creatures on the board. Both of those other creatures had prevent damage because of Tajic. Only Tajic died (keeping all other creatures with prevent damage and non-land creatures alive). Later in the same match, I killed Tajic and cast Planar Outburst again. This time all of my opponent's creatures (and my own) without prevent damage were killed.

It seems that Planar Outburst does not outright kill the creatures, but rather tries to "deal damage" equal to the creature's toughness.

Great, another one of these bugs.

@Tombstone tell the team, this is the same issue as a lot of other kill spells over the years, should be an easy fix by now.
