Jodah has weird interaction with Role Reversal

Jodah makes every card in your hand cost 6 at the start of your turn.

In the Role Reversal Event:

When those cards are cast or exiled, they create a 1/1 Goblin token, no matter what the original cost of the card was.
Is that intentional?  I would assume base cost would be what matters, since that's how every other event, ability, and objective work.
