Are all Booster Packs from all levels of VIP supposed to offer non-duplicate cards?

Are all Booster Packs from all levels of VIP (including Basic) supposed to offer non-duplicate cards?  Regardless, any booster that offers non-duplicate cards need this distinction clearly mentioned in its description in-game! (especially those involving money transactions – looking at you VIP!)

When VIP was introduced, I tried Trial Basic and I received a standard booster and a legacy booster—both had all non-dupes.  Great!  Later, I decided to sign up for Basic.  I didn’t receive the rewards and opened a support ticket.  I was sent a standard booster and a legacy booster, but they contained all dupes.  What gives?  Of course, I questioned and their replies included this quote from the FAQ (which I can’t seem to find anymore):

Non-Duplicates
Granted according to the pattern presented during timeline of the plan owned. In the rare event the player has all cards that would be granted by the non-duplicate drops, the drop will be converted into Mana Orbs (as duplicates do). All Master and Pro subscription plans offer non-duplicate cards for Booster Packs and (7 day) Rare card rewards.

And their assurances that the plans hadn’t changed.

Okay, fine.

Now let’s take my buddy.  At the same time that I did, he tried Trial Basic and received boosters that contained all non-dupes, too.  My buddy also signed up for Basic afterward and (you guessed it) received boosters that contained all non-dupes.  On a couple occasions that he didn’t receive the rewards, he opened support tickets and were quickly sent (you guessed it again) boosters that contained all non-dupes.

I explained this to customer support and their reply:

“The Basic Plan don’t provide non-dupes cards.  Can you provide the ID or more details about these players, please?  We’ll check it.”

My reply:

“Really?!?!  You can’t see that you gave me non-dupe packs for the trial VIP Basic?  You can’t see that your system (when “working”) is automatically awarding non-dupe packs when players are signing up for VIP Basic?  You can’t confer with your other service team members who are manually awarding non-dupe packs for VIP Basic when your system isn’t working?”

Maybe no one else is receiving non-dupe packs from VIP Basic.  Maybe the plans have changed.  Or the plans haven’t changed, but the rules governing what’s in the boosters have.

It’s weeks later now, my buddy is still subscribed to VIP Basic and still receiving non-dupe packs, and I’m spending my money elsewhere because I don’t trust this game anymore.  Maybe I’ll change my mind if this (booster packs from VIP) gets cleared up officially.  Well, maybe.
