Authority of the Consuls - needs change or clarity

BEHAVIOR:
  • The rare support card Authority of the Consuls says that "when a creature your opponent controls enters the battlefield, that creature is disabled until the end of your next turn". 
  • When Authority of the Consuls is in play, opposing creatures are disabled after they enter the battlefield, therefore their ETB effects still trigger.
ISSUE:
  • The behavior is not what one would expect from the card description and it is functionally unsatisfying. In it's current state, the card effectively only removes haste and prevents creatures from attacking on the round that they are reinforced.  From the wording, and considering the card's rarity, I would expect creatures to be disabled as they enter the battlefield so that their ETB effects do not trigger. 
RESOLUTION:
  • If the current behavior is correct, please change the wording to be clear.
  • Ideally, change the behavior so that opposing creatures are disabled as they enter the battlefield, therefore preventing their ETB effects from triggering.

    Really?  This card always stopped ETB effects, its why it was so useful (well one of the reasons).

    Wonder when it got changed and why.

    The only card that truly disables ETB effects is Kinjalli's Sunwing. Every other card I can think of, such as Thalia, allows ETB effects to take place before disabling the opposing card.
    I agree that Authority of the Consuls should stop ETB effects. Suppression Bonds or Desert's Hold are decent substitutes, but they only affect the first opposing creature.

    What's actually wrong?  I definitely remember it stopping ETBs when I used to use it a lot.  Had a fun lockdown deck with it and Thalia.  I haven't used it since Kaladesh, though, so if it was changed I probably missed it.
