Ugin, the Ineffable does not reduce the cost of colorless cards [Investigating]

As the title states, Ugin, the Ineffable vanguard support does not reduce the cost of  colorless cards unless there is another Ugin, the Ineffable card in your hand.

Do recall which colorless vehicle cards you have encountered this issue with?

Turns out, it's possible to have an entire hand full of colorless cards and Ugin, the Ineffable will not reduce the cost.
The screenshots are from a legacy training grounds match... that is still going on as I type this post.
All the cards, support, creature, spell, and vehicle, are provided as examples.
Ugin vanguard is the black support with 5 shields in the following image. On the battlefield are one colorless spirit (summoned from the vanguard) and one Fell Flagship that has no cost modification.

Whoa. there must be a trigger. I was playing the match that I took the image from and all of a sudden all my colorless cards had a cost reduction. I have no idea what happened. Does Ugin vanguard need 8 more more shields to work? Or.. do I need to have another Ugin vanguard in my hand to trigger the cost reduction?

Looks like the cost reduction triggers when i have an Ugin vanguard in my hand while another is in the field.

So that's what's been going on. I was confused for the past week trying to make it work. Sometimes it would and other times it wouldn't reduce the mana costs. Only just now started to try to make a vanguard deck.

To get the colorless card cost reduction from Ugin, the Ineffable vanguard, you must have one in your hand AND one on the field.
If either of them is removed, the cost reduction disappears.
I have had a hand of colorless cards where some have a cost reduction and others are at full cost.

Could you both tell me what cards you had in your decks when you experienced this issue if you are able to recall?

It doesn't seem to matter what cards I have in my hand or deck.
I used  the Ugin vanguard during this last weekend's event. It was in many different PWs decks. I encountered the same issue regardless of the content of the deck.
