Why does OBW get environment tile priority?

It's kinda bizarre. I learned a couple of months ago that you ordered characters front > left > right in terms of priority for any colour matches that are equal to another character.
all of my characters get a 3 point match with environmental tiles, but OBW who is on the right always goes out front to match. Bug?

    There is a hidden character grouping to determine which one takes precedence when matching e. tiles. One person did some testing on his own and came up with the list. I'm not sure where that thread is now though. You could try searching for it.
