Tamiyo, Collector of Tales fetching wrong

Her -3 ability is supposed to fetch one of the top 4 cards in your graveyard and give it full mana.

However, it seems to be actually fetching one of the top 4 cards in your library and giving it full mana.

This was tested by placing one card in exile, one card in my graveyard, and then seeing four cards appear (via her ability) that weren't in either exile or the graveyard. Thus, the library seems to be the most logical spot it's pulling from.
