Seems PvE scaling is still bugged

I play this game since january with my best friend.
We started to play almost at the same time. Have similar rosasters and have wasted the same amount of money.

I have essential fights against 230+ ennemies while his has .... lv40 ennemies.
Why such a difference ?

I m aware about pve scaling, but it doesn't explain why we have such a difference ! Until this pve event we had almost the same leveled ennemies but now I'm one shooted even with my Daken 5/5/3 @ lv180 and 141LT/141Patch or 106Spidey
Dont have the time to grind blue tills since I'm killed by one Maggia attack.

For the last fight of that event with punisher he has a lv75 Punisher...
Mine is at lv 282 (with maggias at 283/283). Even in my alliance, I can't find someone with that scaling !
