Is Admiral Beckett Brass really supposed to say "If you control 1 or more pirates"?

If you control Admiral Beckett Brass, then you always control 1 or more pirates.

    He received a slight buff recently. I took is as they wanted to make him worth the high cost to use this text, but I have not tested the consistency of the changed card.
