Defense AI ability choice

As a quick question to throw out there, how does the AI choose which ability to use if the abilities are of the same color and AP cost (ex. IM 40's Unibeam and Grey Suit Black Widow's rank 2/3 pistols)? Is it the battle order you have chosen for them, or is there another factor involved?
