BFZ/OGW Card Sets Available in Vault for DDZE?

With the DDZE event starting in a few hours, should the BFZ/OGW card sets be available in the vault for players to purchase?  I assumed this event setup would work like Hour of Devastation's required PW that is available for purchase when the event runs.  It's much more difficult to build for a set-restricted event if you can't access the required sets.
