Bolas 2's Flip-side Ultimate and Djinn of Wishes

During the recently passed event The Long Cold Darkness, the deck for final battle in the series included a Djinn of Wishes. I had gotten to a point of having my Bolas The Ravager/Arisen's 3rd ability (Bolas's Omnipotence) out. This prevented regular draws by the opponent, and also prevented their draws from me casting Day's Undoing, but did not prevent the opponent from drawing cards from breaking the Djinn's Wish supports from their Djinn of Wishes. 

Is this intended behavior?

    According to current text it shouldn't. When one effect tells you to do something and another one forbids the action, atleast in paper magic the prevention effect is prioritary.

    Looks like Djinn’s Wish is coded as fetch.

    No it isn't.  It triggers "draw" stuff like Niv Mizzet

    Came here to post this issue but found that it was already posted.  I know the ultimate ability used restrict the wish draw as I've used it specifically against Djinn Wishes in the past - when did this change?
