    While it is undoubtedly true that the rewards were concentrated before, what does that mean to players who are entering the tier and building their 4* rosters now?

    (Nothing below is different from last year except the increased dilution after adding 11 more 4's since last June).

    Let's just look at Classic pulls, the most reliable method of getting 4's. 

    Spending 2000 CP for 100 pulls would get you (with Latest weighting) approx 42.5 Latest 4's, 42.5 Vintage 4's, and 15 5's.  Broken down among 12 characters, you're getting 3.7 covers for latests, and making some good progress building your 4* roster to enter higher tiers, and be more competitive.  You might choose to bonus the ones where more covers fell to get there faster.

    Now, those 100 pulls would give you 85 4's divided among 76 characters or 1.11 cover per 4.

    Without going any further, you can see that your progress in building 4*'s would be 3X as fast for 12 Latest 4's than it is now that every pull can be any character.

    I was looking at my CP earned in game - only from progression at SCL 9 - and figured it's about 212 per week playing all events.  (So about 9 weeks for getting 100 pulls).  That breaks down to about 90 weeks or so, if you wanted to pull enough classics to get 13 covers for all 76 4's in the pool currently.  (Obviously Heroics will help as well as champ rewards and lucky vault pulls).

    The only way to effectively enter the 4 tier now is to bonus the most helpful/meta characters.  Which is a bit of a shame since essentially, unless the devs make a new 4 that defines the meta, they are wasting their and our time introducing them.  Only the top tier players will be likely to complete them, and most of them will never use them since they are either in the 5 tier or just about there, and using their much more developed 4's.  Shield training is basically an incentive to force you to chase characters you'd otherwise probably ignore, especially newer players.

    It is true that a lot of 4's don't define the meta, but lots of them are useable/helpful and have good mechanics.  It's really too bad this is where the game is at.

    State of the Union-Can churn out new mediocre characters every 2 weeks but can't keep the servers up.
