Steam/Phone account link

Hello, so i have been looking around over this but i have only been able to find a post that says there "might" be a way to do it manually but no explanation on how? and the other post says that i need to contact IceIX but it might not work.
I did play during the steam beta but i missed on the account linking back then so i was wondering if there was any progress on whether it is possible to link the two systems to the same account somehow

So in short... can it be done? and if so... how?
