Actually, statistical evidence was produced based on cards opened which validated tiered rarities according to a card list someone found in the client software.

Anecdotally, the cards people would assume were in higher tiers were often as not cards which were not on the card list, and not cards which dropped less often statistically, so the value of those anecdotes is limited.

But Drowner does appear on said card list (along with 7 other BFZ mythics) and so it seems it does drop less often, or at least did back in the day - whether tiered rarities are still a thing or the lists have changed is unknown.
