AP/ countdown turns are big changes, conversely damage numbers are small changes.
those changes have implications to how effective that character is in the speed-based meta (in fact both of those are specifically sub-knobs being turned to adjust the larger knob labeled "turns to efficacy:), but they are still balance tweaks vs a total discard and re-think of the entire concept of a character and how you play them.

Sure its best when a good character gets a little tweak to make them better, like Spidergwen or Fury staying largely the same. But there have rarely been entire rethinks of a character. And its never a complaint when it turns out well, right? The 1st change Mr Fantastic went from stun+ random protect tiles to stun + swap protect tiles. The way you play him changed a ton.
And to my point, how much would his imaginaut damage or his protect tile strength have to increase to make him jump up the rankings? If his blue went from 7 to 6 ap, he becomes a different character too. Instead of using blue for control or to set up r/b/y matches with imaginaut active, he becomes a stun specialist.
But anyways this is all pointless because they didn't want to keep him the same. Either because they felt a bigger kit change would make him more popular, or because of the Bishop thing.

Why does Demi do this? Why do they 're-balance' their characters into unrecognizable versions of themselves? Do they not understand that this alienates players who love that character?
A lot of rebalancing is done to fix potential problem interactions.  They didn't rebalance reed or O.M.L. cause of usage reasons, they got changed because reed interacts with bishop, and O.M.L. had interaction issues with cloak and dagger.

I don't disagree with your frustrations,  but that's the reason they did it.  it was easier and cheaper to rebalance reed, then work around bishop's new focus (punishing match 5* damage)

Reed's power set is so different than before it almost feels like it was laying around waiting for a new character and they opted to just put here instead. Really feeds my pet theory that the 4* tier is starting to congeal.
