Dowsing Dagger + Persistent Nightmare attack does not flip dagger [Investigating]

Repro steps
1) Cast Startled Awake
2) Startled Awake attacks and flips to Persistent Nightmare
3) Cast Dowsing Dagger
4) Persisted Nightmare attacks and is bounced as a result of dealing damage to your opponent

Expected Result
Dowsing Dagger flips

Actual Result
Dowsing Dagger doesn't flip

N.B.: This is a clear example where the stack is not properly implemented.
Both Persistent Nightmare and Dowsing Dagger abilities should trigger, regardless of the order in which they resolve! Given how the current engine is implemented, and order matters, Persistent Nightmare effect would resolve first - it gets bounced, and that's fine. But that should not invalidate Dowsing's Dagger effect since its condition was also met - the first creature dealt combat damage.
