Kraul Harpooner not triggering [Fix in 3.2]

Kraul Harpooner doesn't trigger if there are 0 creature cards in the graveyard. With undergrowth 0, Kraul Harpooner should get +0/+0 and then deal damage to a flier. However, this ability does not trigger at all with undergrowth 0.
