Cannot steal more than 1 creature?

When and why the limit of simultaneous creature on board on one side was introduced ? Now I cannot steal more than once creature making act of treason cards less effective. I under that owning 3 creatures is max, but controlling should not be limited the same way.

    Do you mean you stole 1 creature (let's say Ghalta), and then later the opponent brought another Ghalta out but you weren't able to steal the 2nd one while you still had the first? Or do you mean you tried to steal 2 different creatures but the game wouldn't let you steal a 2nd creature? What did you have out and what did the opponent have?

    Generally you can only have 3 different creatures, though there are some very specific (buggy) ways you can get a 4th. Some steal cards only work if you have 1 or 2 currently, some let you steal when you have 3 but you have to replace one of your current ones or the steal target gets destroyed.

    As I mention - I do not mean the permanent stealing. Just temporary action like act of treason. Scenario:
    3 creatures on board on my side (let assume that one of them is willbreaker ). 
    Opponent have two creatures (x and y)
    I have two fully loaded act of treason. 
    Expected result after matching gems:
    First act is casted. As I'm casting spell willbreaker is triggered. X creature go on my side till end of turn without haste. Act resolved. Y go to me with haste. Attack. Return creatures in Y X order.
    Actual results.
    Act is resolved. X comes to me with haste.
    Second act gets marked as invalid (red circle - no valid target). Attack.
    Difference - huge.
