Oath of Teferi possibly bugged?

Is it working as intended? The player does not get loyalty when a token creature is exile. But the text does not specify non-token creatures. Therefore the card is bugged if the description is accurate. When a token is exiled, there is an animation which shows loyalty is being added while nothing was actually added.
