Why are HOU cards still in the Free Booster?

Is this an oversight or intentional?

There are currently 1242 cards in the free booster pack.

    tbh, when 3.0 arrived. i was going to browse new EP and i saw blue ribbon at free booster. i am totally disappointed. :disappointed:

    I can give you the reason the devs will probably give along with what's probably the actual reason.

    Devs likely stated reason, to give newer players the ability to obtain legacy cards.

    More likely reason, it's easier to add cards in than to take cards out.

    We've been wondering ever since Hour of Devestation rotated why the cards remain in the packs.

    New players really can't even benefit though. With such a large pool you have poor odds of getting an HOU card let alone a decent one. I hope that's not the official argument because it not a very good one :-/

    As a somewhat newer player, I have to take a different side on this one.  To me, these packs would be much better if they had all legacy cards.  I have the vast majority of common/un from HOU to GRN, but am still severely lacking in pre-HOU.  Skewing toward standard would be fine/make sense, but if there's some legacy there I'd definitely appreciate all legacy there.

    They should either have all legacy sets in them or none, this is just weird

    Definitely weird to see HOU cards still showing up in these boosters.  I'd be fine with keeping Legacy cards there, but at least add in all the other Legacy sets if we're gonna do that.  I'd actually much prefer all-Legacy freebies, as I'd be much more likely to open new cards that way.
