Tezzeret the Artificer and Thropter issue

I have Hangarback Walker and Thropter Spy Network in my deck and when thropters are being created, they stay at 1 power but their defense is increasing.  Kind of frustrated because I just spent all this time leveling him up and he is bugged or the cards are bugged.  Anyone else experiencing this?

Could amulet of safekeeping have been in play? What you describe sounds like the expected behavior with it on the board
