Ball Lightning stolen by opposing Etali does not get pumped [Investigating]

So I got a Ball Lightning stolen by my opponent's Etali. I was playing Bolas1, their planeswalker was an Angrath.
Next turn my opponent cast it.

What happened is that Ball Lightning's red mana bonus power did not trigger when it entered on my opponent's side. It didn't pick either my mana bonus or their mana bonus, just no bonus whatsoever. It wasn't disabled or anything, as it attacked just fine that turn and then at the end of the turn destroyed itself.

I haven't gotten the chance to see if this also reproduces if the player steals a Ball Lightning with an Etali of their own (and I suspect it is not Etali specific, and any steal might work)
