Captain's Command giving permanent control of creatures? [Investigating]

I'm fighting against an opponent using Angrath, the Flame-Chained, and so far he has used Captain's Command 3 times against me and gained permanent control of my creature. I'm pretty sure the creature is supposed to be destroyed at the end of the turn, but that isn't happening. He just gets to use the creature as if he had cast it himself.   The opponent has no other creatures or supports in play.

Hmm, the creature should be destroyed at the end of the turn. I'll pass this along to the team for investigation.

At a certain level it is permanent. It doesn't get destroyed until level 4 I think.

@Scottyp_123 EvilDead make a good point. Captain's Command only destroys the creature if it's at level 4. Did you see what level their Angrath's ability was?
