Carol Energy Manipulation not targeting correct enemy

I was playing SHIELD training and on Peggy's "hard" node the enemy team is all lvl 200.  Medusa (center, yellow), 3* Blade (left, black), 3* Wolvie (right, green).  Since the high damage is 82 for all 3 characters, shouldn't the Carol's Energy Manipulation target center, left, right in that other?

Instead, the order was left, right, center (Blade, Wolvie, Medusa)

I know in the past there were floating digits on damage, but I thought that was fixed and the damage numbers didn't have decimal points.  

So, bug or intended?

    We see this behaviour in BoP quite a lot.
    Thanks.  It's quite annoying try and make your strong color match theirs, and then no damage happens when they make a match in that color  :|
