Declare Dominance

I tried to apply this to my Saproling two turns in a row with Nissa1 in nodes of power and it didn't apply. It worked on the third try. I didn't notice if there was an opponent support that was blocking it, but my opponent didn't have one on the turn that it worked.  I was playing against Kiora btw...  Just thought I'd let you know in case it was an actual bug
