Admiral's Order Not Working as Expected [Resolved]

I'm experiencing an issue where the rare blue spell from Rivals of Ixalan, Admiral's Order, will ONLY give me 9 mana if the Raid ability is triggered (the original effect of draining my opponent's mana from their first card will not occur)

Has anyone else experienced this? From the way the text on the card reads, I assumed the Raid would be a bonus on top of the mana drain effect.

It drains from the first spell, not the first card so either he's not holding spells at the moment or his spells were not filled with mana yet.  Greg usually arranges his cards in the support/creatures/spells order. As a result, spells are almost always at the bottom of his hand and are the last ones to get filled.

@Larz70 I think you're right, didn't realize the card was restricted to just spell types. Makes sense now, thank you for the comment.

I am sure you meant:
First Creatures
Then Supports
And lastly Spells

Yes, I stand corrected @jimpark

I think I remember a long time ago that Greg used to cast supports first before creatures but now it is creatures  before supports.
