Shuri Blue Passive Not Working? [Solved]

Playing Shuri pvp and even with 10 fortified tiles out, Shuri is not reducing friendly powers or increasing enemy power costs- anyone else seeing this?

    If the opponent also has Shuri, the costs/discounts will cancel each other out.

    Truly? Didn't even think about that. Awful.
