Sarkhan fireblood 2nd ability is bugged [Fixed in 2.9]

If the first creature has full.mana and you activate sarkhan fireblood 2nd ability if will use the next creature.  If there is only one creature ans it has full mana this the ability will trigger but nothing happens. Sarkhan was at level 60
