Black Widow (Infinity War) power Lights Out doesn't increase the duration of stun condition

Other characters with multi-turn stuns will add additional turns to a stunned character who has less turns remaining on their stun than the move will inflict, but when I use a 5-cover Lights Out on someone who currently has under 3 turns remaining, it just does the damage without re-upping the stun counter. Is this intended?
