Is pw vault rotation based off UTC?

So been looking to grab one of the pws in the next rotation when UTC clicked over... and they didnt, so I gotta ask are they running on a different clock of some kind?

    Planeswalkers rotate into/out of the Vault on Thursdays at UTC 08:00 AM.

    Thank you for the response, wish they were a tiny bit more precise about the whole it rotates out on the first thing.... as 8am is considerably into the 2nd
