Black Panther (King of Wakanda) Protector of Wakanda has misleading description

"Protector of Wakanda: King T'Challa stands up for his people as protector of his country. Creates a 2-turn yellow repeater tile that generates 3 strength 221 Strike, Protect, or Attack tiles. If another ally is still in the fight, fortify those tiles. If two other allies are still in the fight, generates tiles of strength 333 instead."

The "instead" on the back of this description makes it sound to me like the 2 effects are mutually exclusive as opposed to additive. Like if you just have one ally, they're fortified. If you have 2, instead of being fortified they are better. In practice, having 2 allies means they are both fortified AND better. Was anyone else confused by this, or just me? Maybe changing it to "..generates fortified tiles of strength 333?"
