Question about fixing server/bugs

I’m a marketing and communications person, and thus what I know about tech stuff is limited to what I’ve picked up from friends and out of necessity over time. So my question is, would taking the game offline for an extended period of time speed up the “healing process” of the game? Would they be able to stop things like this weekend from happening? Would they be able to fix bugs faster? Or is the ability of the devs to fix the game completely separate from player use/traffic?
As a follow-up, if issues with the game could be sorted out over several months normally, or over a week of downtime, would the community rather take the long approach or the quick, bandage-rip approach?
