Can we get rid of the forum notification boxes?

There are two giant red notification boxes on top of every page you visit on the forum. If you're logged in, you can dismiss them. But every time you visit the forum on a browser not logged in to your forum account, the banners are there again and what's worse, they can not be dismissed in any way. It's *really* annoying.

Since they've been up for two months or so already, please remove them. Alternatively, allow not logged in visitors to dismiss them (and remember that stuff in a cookie, or something).
