Odd ISO cost when levelling JJ

I'm in the process of champing JJ. These are the level-costs I get:
Level   ISO
395      3255
396      3906
397      3255
398      3185
399      3480
400      2900
401      3480
402      2900
403      3980

Not that it's important, but why is the cost going up and down all the time?
Anyone know?

    I see. It's the first 5* I'm seriously levelling now. Had not seen it before. Thanks!

    But why does this happen? Surely it should just rise gradually, rather than going up and down like this?

    No.

    Just treat every cover as one "level" that costs 50K.
