how to fix Pvp and PvE

It's simple. Get rid of mmr and maybe even scaling and RB and introduce a ratings system. The one that comes to mind for me that was the best was on pogo.com where i have played many games ranging from chess to spades. if you win against a similarly rated opp you go more points than if beating a scrub. yes you could tank, but then people would not play you because of your lower rating, too much of a risk. you actually wanted to play higher rated. if you lost you didn't lose as much in your rating.

    They did something like this with PvE before whereby enemies got more difficult if you beat the group before. It was broken as hell because you'd end up going against a group you couldn't beat and would lose against over and over.
    And indeed that was the optimal strategy, to throw your lower level guys at them to keep losing so their levels would decrease back to a managable place while still being worth points.

    We pointed out so many times that those ELO-like ratings are designed for direct play and all will fail miserably when applied to a game where who wind is decided by who is the attacker.

    This is the scaling he would like to get rid of. It's actually still around, except that enemies also get more difficult for you when other players beat the group. And it doesn't really decrease back to manageable levels unless you throw your lower level guys a few hundred times at them.
