Cost not reduced - Karn's Temporal Sundering/Raff Capashen

I had put these two together in a deck using Teferi hoping to have Raff reduce the cost of Temporal Sundering (Raff - Reduce legendary cards in hand by 3 mana). It reduces every other legendary but Temporal Sundering. Not sure if anyone else has this issue, gonna throw up a bug report to support.

None of the legendary spells seem to be counting as legendary in any way that matters.
