Forum Settings don't do tinykitty (placeholder for a Mod to change later)

I updated my settings when the "Great European Privacy Scare" happened last month.  I disabled all email communications.  For this specific issue, I am referencing the "Notify me when I earn a badge" setting.  I have that setting to NOT notify me by email, and TO notify me with a popup.

Today, I get an email from D3 Go!

"Congratulations!  You've been promoted to Mover and Shaker."

2 things:

1. Why have the setting if it is just going to be ignored?

2. "Congratulations!  D3 Go! <community@d3go.com> has been added the email blacklist SPAMMERS.  Any emails received from this address will be automatically deleted, bypassing your inbox."

Please fix the setting.
