Phyrexian scriptures behavior

The second page of phyrexian scriptures says: "destroy all nonbuffed and nonartifact creatures"
The card behavior is to destroy a creature only if it is NOT buffed and NOT artifact. However, the first page of the card gives +1/+1 AND the artifact subtype to target creature, which seems to imply that that creature will be the only one to survive. However, with the current behavior it is very unlikely that phyrexian scriptures will kill any creature at all, which also nullify the last page.
If instead three card would kill all creature which are EITHER nonbuffed OR nonartifact, the card would be actually useful even if a bit slow and expensive.
