Missing mythics in dom boosters

Looking at the lootable cards I see that Weatherlight, oath of teferi and Lyra are missing. Why?

Will they be exclusives? Rewards for events?

In the Dominaria card reveal thread,  It was mentioned that Weatherlight, Oath of Teferi, Lyra, and one other that I cannot recall  are exclusives.

And now I want that card. Having played with it some gave me an appreciation for it. That and Weatherlight is one of my favorite sets

What I'm wondering about are where are the missing Masterpieces?
Akroma, Angel of Fury
Magus of the Wheel
These cannot currently be looted from the packs, if you check the View Cards for the Dominaria set in the Vault, these two are missing, along with the above 4 mentioned Mythics, as well as Llanowar Elves.
The Elves are understandable, as those were given away to everyone a little while back.  Would suck to draw as a dupe.

So, a new player joining now is not going to have the llanowar elves?
