Cards which should be legendary, but aren't.

There are a couple of cards which should be legendary/historic according to lore (and paper card), but aren't for some reason, namely the two Kaladesh vehicles Skysovereign and Heart of Kiran, which are one of a kind and play important roles in the story. If the new Dominaria vehicle Weatherlight is tagged as such, so should these other two vehicles.

The vehicles actually are still historic due to being Artifacts, but they should be Legendary too.  The Blood Baron is not named and is not legendary in paper.  There could be many Blood Barons I suppose...
