I'd most prefer Standard rotation to happen once a year, to match paper Magic.  But if you don't, at least rotate sets two at a time.  Now we have half of the Amonkhet block in Standard, hurting the synergies in that block.

Hour of Devastation holds its own quite well...  RIX might not fare quite as well without XLN.  Aftermath and Eternalize are unique to HOU.
