Level 1 - Draw 2 cards.
Level 2 - Draw 2 cards and gain 1 extra swaps.
Level 3 - Draw 3 cards and gain 1 extra swaps.
Level 4 - Draw 4 cards and gain 1 extra swaps

Level 1 - Create a Minor Zhalfir's Fate Token.

This might be the most brutal ultimate ability I've seen in a while. That's basically a one sided board swipe per turn, with all that card draw in blue

Not to mention that 6 creatures, 6 supports and 7 spells allows him some rather generous flexibility in deck building.0 -

And don't forget Settle the Wreckage. That combo is like Gideon's defeat on steroids, hard to beat a mass exile every turn.1 -
