    That is because in paper magic it's an etb effect while in MTGPQ it is a cast trigger. Nyx returns the card to the battlefield, you don't cast it... Hence no trigger, no effect 🐅

    I would argue that because Cast Out triggers on cast, it shouldn't necessarily be treated as a static effect, such as Claustrophobia. This way, Hixus, and other similar effects, would enable the creature<s> affected by it.

    Then can you explain why cast out would be a support and not a spell?

    Because it also has an end clause of its own, but the effect isn't exclusive to its own text, which would be hard to keep track of as a spell

    So now you are suggesting a mix between an enchantment like effect and a spell effect. Well could work with the proper card wording and rules put in place... And of course we lack both. I personally see it as overly complex with no real purpose. Keep it simple.
    Then again I don't care about this interaction for me. I don't play with either cast out or hixus. But I do care about the soundness of the ruling system and its implementation...

    If you were to go by wording alone, both effects are created by supports whose wording directly negates the other. In this case, usually the last one to leave the "stack" would take effect. This would be cast out , which says "until it's destroyed", but this effect, in my opinion, would be too strong for uncommon with 3 shields in an environment where all the other disable effects either don't target, or are temporary. The simplest way to handle it, is to keep the current functionality
