Improving charactor draw options

Is there any way, based on levels that one can exchange lower level draws to have the option to get the higher star charactor cards. All of my heros are at the max they can currently get and I don't want to "gamble" on cards that give me no benefit unless training another set of level 2's is worth it.

    Farm the twostars, get heroic tokens and character covers as champion rewards. That's pretty much it, but it is quite effective.

    Another set of 2s is worth it because maxed champ sell price is really high. As Quebbster mentioned earlier, that's referred to as farming. However, it sounds like you have yourself a newer roster so roster slots are probably a pain at them moment. You can hoard them until you have enough slots but that would take some great patience.
