Thanos 3* powered up but powers don’t scale?

In the Howard the Duck event the Thanos 3* is powered up however the powers do not appear to actually scale up? Is this by design?

    Did you accidentally switch the number of covers for each power?  From 5/3/5 to 3/5/5?

    Nope, 5/3/5. Guess nobody at D3Go cared... made him being powered up absolutely useless.
