PVP Strange Days: Powers not boosted

It seems as though some of the character powers are not boosted for me but are for my opponent.

For instance, when my Dr's Flames kicks off, it only does the usual 3k-ish damage. No increase from the level boost. AT the same time, my opponents seem to get the boost. Their flames are doing 6k-ish a shot.

    @woodchuck76 I'm assuming this probably isn't the case, but just asking for due diligence, did the opponent have any Strike Tiles out on the board?

    Mine always seemed to do the boosted damage.
    Was your opponent's stowage) strange a much higher level? Did you make sure you had 5 in yellow? Just throwing out a couple other ideas as to what it may have been.
